There is an extensive growth of the nonmetallic building materials mining industry in Russia. It is caused by the imperfection of the regulatory framework, a high rate of productive capital stock wear, the lack of public intersectoral cooperationstrategic programs and other various factors. It is expressed in a low level of the regional industrial complexes competitiveness. It is possible to solve this problem by creating a comprehensive program of strategic development of the regions, including development programs of separated branches, and their cooperative development system.
