Important derection of modernization is the reform of education. A list of involves a large of issues, such as improving the quality of education, professional staff, new forms of association of vocational education and industrial enterprises, the new evaluation system of higher education. It vliet formation, reduction and human capital development of higher education.We believe that the innovative university management ensures sustainable development of human capital. Training and retraining of teachers is necessary to withdraw from the subordination. Create an innovative environment for the development of human capital in the form of the integration of university associations. The basic directions of improvement of regulatory and legal instruments of state support of innovative universities. All the innovations are reflected in the formation processes, reproduction and development of human capital of the university. As result, our research identified specific characteristics of human capital at the university. Firstly, formed and reproduced human capital university in the same system – the education system. Secandly, there is an imbalance and asymmetry in the development of human capital in the direction of intelligence. Third, determine the trend of reducing the human capital in the system of higher education. Fourth, determine the length of the investment cycle.
