The article deals with the objectives and instruments of State energy efficiency programs. Indicated on the formation of the State policy in the field of energy-saving technologies. Energy policy of Russia is based on energy-saving technologies. Stands out in three main areas: energy conservation useful use of (waste) energy losses, upgrading equipment to reduce energy loss, intense energy. One of the directions is the introduction of the new requirements on the energy performance of buildings. A rationale for investing in energy-efficient technologies is the use of heat exchangers. The method of analysis of the economic efficiency of investments of recuperators, estimation of technical efficiency, shows the algorithm for calculating the parameters influencing the efficiency is payback time for various regions of the country. The following conclusions: 1) using the discounting method and current costs in Project calculations when choosing either option equipment is essential to evaluate the effectiveness of the project; 2) heat recovery system payback time for the regions of Central Russia is about one year and depends on meteorological conditions; 3) payback recovery systems in regions with mild and warm winters, but not more than 4 years, and taking into account the constant increase in value would be even smaller, which allows you to talk about the necessity of introduction of energy-efficient systems in all territory of the Russian Federation.
