The article substantiates an integral theoretical and methodological approach to the formation of complex safety of individuals, society and the state on the basis of substantionally-information paradigm of social development, formulates the information principles of security, defines the concept of "comprehensive security" and its main structural components; reveals integrated functionally-structured information levels organization holistically existing phenomena and processes. The article explains the necessity to move to synergetic paradigm and a model of the development of economic systems with the use of synergetic logic of decision-making and to obtain various integral-synergetic effects.
