Abstract. The President of the Russian Federation, possessing extensive powers in all areas of foreign and domestic policy of the state, acts as the guarantor of the Constitu-tion of the Russian Federation, the rights and freedoms of the person and the citi-zen, and also the guarantor of stability and an order in the state as a whole. Activ-ity of the head of state, certainly, promotes strengthening in our country of the constitutional and competitive state.
