In article the main questions of provision of the theory of decision-making which feature are risk conditions are considered. Classification of methods of administrative decisions, and also the principles of their criteria in the conditions of risks is given. Each method is based on a research of specially developed models which are periodically checked for reliability, the accuracy and efficiency. The main objective of each model – to simplify process of development of the decision. Three levels of creation of the hierarchical scheme of a problem of decision-making are offered.
