In this article the methods of creation and the analysis of the network schedule developed by the author for quantitative assessment of innovative capacity of the entities are provided. Relevance and the importance of quantitative assessment of innovative capacity of the entities and first of all the small innovative enterprises is proved. The problem of assessment of innovative potential is that at the initial stages of development of the entities there are no necessary statistical data on activities of firm and necessary mortgage providing for receipt of the credits and loans. In an initial stage the small innovative enterprises need investments and support. There is nothing except the patent and desire to bring an innovative product to the market there. Banks and investment funds in the absence of necessary information prefer to refuse to the entities crediting or considerably raise interest rates for possible risk. Therefore the new evaluation methods of innovative potential which are based on opinions of experts are extremely demanded. They allow to minimize risks and to receive objective assessment of innovative capacity of the entity under which financing will be allocated. On the basis of the conducted researches and the overview of literature on problems of assessment of innovative potential an optimum set of key performance indicators (KPI) covering all functionality of activities of the entities is described and approved in practice. Application of network schedules in the form of the oriented count by means of whose models rhythmical and reliable technical supply of production and other processes, including, assessment of innovative capacity of the entities can be reached is proved. Detailed algorithms of creation and the analysis of the network schedule are developed for assessment of innovative potential.
