In article it is emphasized that development of low-waste technologies has to be carried out taking into account regional features, and the most important aspect of development of innovative ecology (as actual direction of development of regional innovative system) is development and use of intensive methods of conducting economic activity. Development of the technologies allowing to provide isolation of anthropogenous circulation of substances thereby has to become the most important problem of innovative ecology in the near future having brought closer it ideally to natural circulation of substances. Authors consider that, except allocation of two groups of the investments and innovations promoting an intensification or an ekstensifikation in the first group it is expedient to allocate several subgroups corresponding to the different directions of an intensification according to regional, branch and structural specifics of economy of the region (districts, the countries). In article the original technique allowing to define not only efficiency of an intensification on the basis of comparison of effects of an ekstensifikation and an intensification, but also to estimate efficiency of various directions of an intensification of regional industrial complex is described.
