The article is given up to application of marginal analysis methods for development of organizations providing municipal, social and personal services. The application of given method allows to research deeper areas of interest, to establish organizations, areas, regions activities economic safety levels. During the research economic safety level significant decrease is discovered, this process causes are considered. Factors which characterizing labor resources marginal costs and marginal revenue equations analysis leads to the conclusion that there is no balance in the market. Marginal revenue equation slope is also significantly less than marginal costs equation slope; therefore, the situation continues getting away from the equilibrium. In addition, slopes in considered equations do not correspond to economic theory or mathematical rules. It means that in the studied period some crisis tendencies were presented in the considered field; the opportunity to stabilize the situation is missed and there is a string need for control and prices regulation in organizations providing municipal, social and personal services. It is known that the purpose of considered organizations is not only making profit but also to ensure sustainable economic development. For a long time profitability is decreasing and the number of unprofitable companies is growing in the considered field. The utility of each additional unit of population and wages, calculated in the article, indicates the material, labor and personnel loss.
