The article describes the stages of administrative reforms in the public administration and the establishment of public service in Kazakhstan.A new type of public administration should respond to new challenges of serving society and consolidation of the statehood. It’s also necessary to take actions on responsibility and empowerment allocation between center and regions, strengthen local executive bodies. In accordance with triune purpose, the main issues of formation of public administration’s new model determined as follows: formation of new and perfection of using personnel mechanism in public service system; improvement of quality and availability of public services and directing of civil servants activities on community as the consumers of public services; provision high status and reputation, formations of civil servant’s ethical norms. A new model of public service is focused on recognition of human factors’ importance and conducting effective personnel work, which is became the main factor of improving his/her professionalization. The results of formation of a new model will be a professional civil service, which is result-oriented and providing high-quality public services, as well as appropriate on essential needs of state socio economic development.
