Abstract. The article developed scientific and methodological support of regional mechanisms scenario control of higher education institutions. Analyzed and developed the main components of the methodology: 1) forecasting activities of the University at the regional level; 2) foresight technologies to provide innovative development of the University in the region; 3) organizational design University in the region; 4) determine the effective management of impacts on the activities of the University. Studied targeting and key indicators of scenario management institutions at the regional level.
