The article presents the results of a study methodological aspects of the formation of objectives of regional industrial policy and of the regional industrial development. The research based on the identified differences in the methodology of regional industrial policy and regional industrial development. Regional industrial policy is defined as an aggregate of intentions and interests of the subjects that implement the state's interests in the industrial development of regions and the economic interests of the regions, municipalities and management of large industrial enterprises in the region. In this case, the object of of regional industrial policy serves the industrial production in the region, and the subjects are different in levels of regulation. In its turn, the object of industrial production is the production of competitive goods and services, and the subjects are presented in the value chain of an industrial enterprise. Such a difference of subjects and objects of regional industrial policy and industrial development in the region generates series of contradictions. These contradictions in the process of setting objectives need to be harmonized. The authors have developed and substantiated an algorithm harmonization of objectives.
