Innovative development is a strategic priority of economic development of the region. The Samara region possesses high scientific and technical and innovative potential. Small business in the region develops rather dynamically, however this dynamics isn't enough for achievement of the indicators put by the Government of the country. The main problems of innovative development of small business are backwardness of innovative infrastructure, absence of incentives at businessmen to introduction of innovations, a lack of own and available proceeds of credit for financing of innovations. Realization of innovative capacity of the region along with development of small business perhaps only in the conditions of interest of a business sector in introduction of innovations and creation of the favorable innovative environment by the state. Stimulation of innovative and investment activity by the state shouldn't be reduced only to direct budgetary financing, indirect stimulation of development of innovations, including small forms of the enterprises, as the most flexible and quickly adapting for changes of the environment by economic systems has to be the main mechanism.
