This article analyses the ongoing trend of Russian NGOs expanding their commercial activities, possibly towards the social entrepreneurship sector. Institutional reasons for such a transition are being investigated. The overall positive or negative effect on NGOs themselves, as well as a long-term effect on Russian civil society is being evaluated. Authors also analyze the criteria of defining a social enterprise, their applicability to Russian NGOs. The necessary and optional features of the social entrepreneur are described and analyzed in accordance with foreign and Russian definitions of this concept. Ways are offered to ease the transition of NGOs into commercial sector (for fundraising purposes), which authors hope will aid Russian “fourth” sector in its growth and development.
