The article describes theprocess of transition of business activity from one stage to another, which is accompanied by and is consistent with entrepreneurial aspirations, reflecting its qualitative nature. At the heart of professional managerial decisions is a rational collective action, leading to an organizational culture of the enterprise. In this regard, it becomes feasible to study the methods used for the effective management decision-making in business organizations. The article presents an analysis of public involvement in the creation of new companies. A comparative analysis of potential entrepreneurs in Russia and evaluation of their level of education. The need for such analysis is directly related to the adoption of effective managerial decisions top managers and middle managers. The paper also drew attention to the functions and methods of decision-making. Presented their classification. The authors analyzed the criteria characterizing the potential entrepreneur, such as age and education.
