The article analyzes the foreign and domestic examples of creating foresight and forecasting scientific and technological areas. Foresights examined the role in the management of higher education institutions. Found that for more effective implementation of the results of foresight studies in scientific research, education and innovation requires an understanding and awareness of the importance of the use of such research within the institution (university management and faculty of the university) and outside it (the state, business). Proposed several options for foresight activities at the university. The necessity of building the leading universities of Russia, first of all, the national research universities, predictive work to achieve a leading position in the global market research and development.
