Abstract. The article suggests a modified model of a national information system, considers it's structure, sets out the principles to ensure its stable and secure operation. We give a broad interpretation of NIS and explain the need for its integrative inclusion as a subsystem of the global innovative hyper-system, in which the leading actors, along with the national government, are the global supranational, metasystem institutions of governance and management of innovation processes in a globally information-network society.
