The article reviews the prerequisites for the development of innovative economy and new approaches to personnel management. As an analysis tool for effective management of an innovative company in a "knowledge economy", the authors consider the methodology to assess the innovative capacity of human resources. The article describes the basic requirements imposed on the method, its intended structure and presents criteria for assessing human innovation capacity.
