Abstract. The paper analyzes the innovation in public administration on the basis of foreign and domestic examples of a system of regulatory impact assessment. Found that in government at the federal level RF remains imperfect organization of legislative activities. Deficiencies noted in the relevant legal acts of the Government of the Russian Federation, are the subject of regular discussions on the Government Commission on legislative activities. It is shown that the regulatory impact assessment system (ODS, Eng. Regulatory impact assessment) can help to overcome these drawbacks, and significantly add to the existing mechanisms and procedures for legal review. It was revealed that in some foreign countries the introduction of regulatory impact assessment has significantly increased the quality control developed regulations, organize and carry out assessment of the quality of preparation of regulations in terms of achieving the objectives of their adoption and implementation.
