The National Innovation System (NIS) forms in Russia now. The state actively participates in foundation of NIS. The state takes a main task – to found a priorities of innovative development and a fundamental trends of technologies researches. The future of NIS depends from a precision, structuralism and efficiency of states` policy in this direction. Foresight could be used like an administrations` instrument of NIS. A place, role and mainstream of Foresight were definited in this work and the way of it organization in Russia was also suggested.
