Foresight like an instrument of the state administration of innovative policy in Russia

Abstract. The National Innovation System (NIS) forms in Russia now. The state actively participates in foundation of NIS. The state takes a main task – to found a priorities of innovative development and a fundamental trends of technologies researches. The future of NIS depends from a precision, structuralism and efficiency of states` policy in this direction. Foresight could be used like an administrations` instrument of NIS. A place, role and mainstream of Foresight were definited in this work and the way of it organization in Russia was also suggested.
