Currently, modern building complex enough fragmented not controlled by a single or multiple centers, consists of many independent economic entities with specific features. Huge volumes of construction in the regions and complexity of both horizontal and vertical economic ties suggest the need to streamline and coordinate the development of entrepreneurship in the industry. This requires the use of new approaches and methods for solving problems and tasks changes in the structures and behaviors of construction organizations. One of the ways to solve problems can serve as proposed in this thesis the idea of clustering building complex in St. Petersburg. Daylight construction industry of St. Petersburg on the characteristic of the present stage of the Russian economy innovative type of development is an essential factor in determining the region's transition to sustainable economic growth.
