Abstract. Problems of ecology remain one of most acute problems of today having huge social and economic value. Consequently, there is indispensability as of today to operate a course of events on improvement of an ecological situation in regions. In work the author considers the concept of eco-economic system as object of management. The essence which consists that process of interoperability of the person and biosphere should be operated and not lead to degradation of biosphere as a whole.
