Abstract. The article shows the update management tasks for expansion of the market economy to economy in connection with the need to ensure social and shopping development in Russia's regions, not just business. Redistribution of the world after the collapse of the Communist ideas contributed to the expansion of the market economy to economy (economic activities) due to socio-economic policies. Liberal approach, implemented in Russia and other developing countries, in the interests of business, which is profit, rather than addressing issues of unemployment, wages, education, health, etc. the author's hypothesis is presented expanding market economy borders within an overall institutional model, which creates conditions based on a set of conditions that organize economic activity in Russia.
