The low level of impact of existing resources, as well as the challenges of the modern competitive word markets have highlighted the issues of enhancing innovation processes in our country. The authors conducted critical assessment of the targets and ways of enhancing innovation processes, proposed in the draft Strategy of innovative Development of Russia up to 2020, in the context of contemporary Russia realities. Particular attention is given to the role of small innovative enterprises established at higher education institution.
