To achieve the goals of environmental and resource efficiency the energy sector is necessary to develop such a tariff policy that would encourage producers to shift its activity. Such a policy may be laid down procedure comprehensive assessment of the effectiveness of energy supply systems based on the assessment of the life cycle of energy and taking into account in addition to direct production flow, also hidden material flows and effect of all processes on the environment.
