Four interrelated concepts define the features of higher education systems in different countries: autonomy of the university, employment security, academic freedom and appointment by-election. Strategy of education management in the developed countries Western Europe and USA is based on the simultaneous support of thesefour principles. The strategy of the Russian education management prefers state regulation of education market with simultaneous support of academic freedom, but without the autonomy and protection of employment in universities.We need to return to four interrelated concepts to be successful in concurrence with oversee universities.
