The article discusses some issues of implementation of state environmental policy in the Russian Federation. The ecological functions and powers of the local government in the territory of the municipality are investigated. The main aspects of the formation of the municipal environmental policy are defined. Author identifies the shortcomings of the development and effective implementation of environmental policies in the activity of the modern domestic enterprises, which are associated with the lack of participation of municipal authorities and local governments in their realization. The negative consequences of the lack of environmental policies in enterprises are shown in the article. The necessity of the state power’s and local self-government’s participation in the formulation and implementation of environmental policy at the domestic enterprises is justified. The basic directions of the participation of the state (municipal) authorities and local governments in the development and successful implementation of environmental policies on the domestic enterprises are suggested in the article.
