The article shows a contradictory tendency of innovation development model with increased added value, but the result is the export of capital because of the fall in the rate of profit. Network, the global economy has created a new contradiction between the interests of the subjects of business networks and the development of nation States. The leading role played by the ownership and control of, and not a model of economic development. Management of innovative development of the economy of Russian regions: free economic zones (stimulation of entrepreneurship and preferential taxation) and clusters (synergy). International business networks are contrary to the interests of socio-economic policy areas.
